Open flash in browser instead of downloading

i am so sick of chrome automatically downloading files instead of opening them in my browser. a few months back this was not an issue. Now it seems to be a problem with out a plugin? Chrome is downloading bltadwin.ru file instead of opening it. In this past week, many of the desktops at my school have stopped bltadwin.ru files. While on some machines, IE 11 renders the xml. What settings control this behaviour? We want the browser to prompt the user to Open, Save or Save As the file.
